簡介:省級高等教育專項資金支出績效評價研究基于云南省PRO討NEIALHIGHEREDUEATIONSPEEIALFUNDSEXPENDITUREANDPERFORMANEEEVALUATIONRESEAREHBASEDONYUNNAN學位申請人年級專業(yè)研究方向指導教師定稿時間王家馬2006CFO省級高等教育專項資金支出績效評價研究基于云南省展專項資金進行了試評價。試圖在績效評價方法有所創(chuàng)新,從三言兩語的定性描述過渡到精確的量化標準,以及指標間相互影響程度,將指標體系從一維平面表格形式變成多層次、多方位又相互聯(lián)系相互影響的體系。本文建立的指標體系主要是在項目立項預算階段對單個項目進行評價,這個項目可能還有子項目,如文中的云南省高等教育發(fā)展專項資金就包含科技創(chuàng)新、重點學科建設(shè)、人才培養(yǎng)、對外交流等等相互關(guān)聯(lián)的很多子項目。通過指標體系測算出同一資金不同方案對指標體系中敏感指標增量的多少來指導資源的分配,提高資源的使用效率,為項目預算論證和執(zhí)行過程及產(chǎn)生的效果進行量化評價提供數(shù)據(jù)基礎(chǔ)。所有這些計算的基礎(chǔ)是各個高校的實際狀況與規(guī)劃中國家、行業(yè)、法律法規(guī)的差距,專項資金的投入就是要最有效的縮小這些差距。我們?nèi)绻軐⒏叩冉逃龑m椯Y金的評價體系和方法推廣到職業(yè)教育專項資金、民辦教育專項資金、基礎(chǔ)教育專項資金等,將可以綜合反映和指導全省教育財政資金的有效配置,并反映出政府在教育投入中的努力程度。若將該體系用于單個高校,也同樣可以反映出一個高校多個項目評價結(jié)果計算出來的綜合評價結(jié)果,具有多重現(xiàn)實意義。關(guān)鍵詞省級專項資金績效評價指標體系
