    • 簡介:遼寧師范大學碩士學位論文依法推進我國高等教育事業(yè)的改革和發(fā)展姓名梁旭光申請學位級別碩士專業(yè)科學社會主義與國際共產(chǎn)主義運動指導教師呂鳳英20000827依法推進我國高等教育事業(yè)的改革和發(fā)展國家管理教育的重要手段。綜觀世界科學、技術、經(jīng)濟、社會的發(fā)展,21世紀是一個更加注重改革的時代,只有改革才能進步,只有改革才能創(chuàng)新,只有改革才能更快地發(fā)展。世界科學技術在不斷發(fā)展,經(jīng)濟、社會在不斷進步,高等教育要適應和促進科學技術和經(jīng)濟、社會的發(fā)展,必須進行改革。對高等教育來說,改革是永恒的,不改革就會停滯,甚至倒退。高等教育要主動走進社會在結構體系、人才培養(yǎng)模式、教學內(nèi)容、方法和教育思想觀念等方面都要進行改革。我們要充分認識到2L世紀我國高等教育事業(yè)的改革與發(fā)展任重而道遠,蕕們必須將21世紀的中國高等教育辦出特色,形成中國特色,走出中國的路子,以適應和促進我國經(jīng)濟在2L世紀的騰飛。這不僅具有重大的現(xiàn)實意義,而且具有深遠的歷史意義。一、深化高等教育改革的必要性一我國高等教育的現(xiàn)狀L、南等教育的內(nèi)涵高等教育,英文為HIGHEREDUCATION。在不同的國家有著不同的解釋。歐洲許多國家只把中學畢業(yè)后升入正規(guī)大學的教育稱為高等教育。它不包括中學畢業(yè)后所受的多種形式的教育和訓練。而在我國、美國和日本等國則把受完全中等教育之后所進行的各種層次、各種形式的專業(yè)教育都稱為高等教育。I11962年聯(lián)合國教科文組織在非洲召開由44個國家參加的商教會議,會上對高等教育作如下的解釋高等教育是指大學、文學院、理工學院和師范學院等機構所提供各類型的教育而言,其基本入學條件為18歲,學完課程后授予學位、文憑和證明。但各國對各級教育機構的命名不~,教育體制各不相同,這個解釋必然不夠全面。2一般認為,中國大百科全書中對“高等教育”的解釋較為確切,即建立在中等教育基礎之上的各種專業(yè)教育,程度上般分為專科、本科和研究生班,教學組織和形式有全日制自Q和業(yè)余的,面授的和非面授的,學校形式的和非學校形式的等等。高等教育一般擔負著培養(yǎng)各種專門人才和的雙重任務。按各國的傳統(tǒng)習慣,實施高等教育的機構通常是大學、學院和??拼髮W。大學一般分文、理、法、教育、農(nóng)、工、高、醫(yī)等學院。13中華人民共和國高等教育法中定義我國實施的高等教育為在完成高級中等教育基礎上實施的教育。娜2、袁田高等教育的現(xiàn)狀新中國建國50年。特別是改革開放以來,我國商等教育的發(fā)展取得了舉世矚目的成就。最近20年普通高校本??圃谛I?guī)模從1977年的625萬人增加到1998年的341萬人,1999年已達到408萬人,平均年遞增89%;成人高等教育從無到有,在校生截至1998年就已達到282萬人1983年創(chuàng)立的國家高等教育自學考試制度也已成為我國高等教育的重要組成部分。20年來,高等教育共為社會培養(yǎng)輸送了??埔陨袭厴I(yè)生1971萬人???為了培養(yǎng)適應未來的高層次人才,我國高等教育1978年恢復了研究生招生,1980年全國人大常委會審議通過了中華人民共和國學位條例,1981年國務院批準了中華人民共和國學位條例暫行實施辦法。研究生招生人數(shù)迅速擴大,到1998年在校研究生已達20萬人,約為1949年的300倍,甚至是1949年全國在校本科生的2倍。20年來共培養(yǎng)博士生36萬人,碩士生3946萬人。還在重點大學設立了博士后流動2一

    • 簡介:華中師范大學碩士學位論文試論中國高等教育評估中介組織的創(chuàng)新姓名歐金榮申請學位級別碩士專業(yè)教育經(jīng)濟與管理指導教師陳彬200351析。通過比較,作者認為高等教育評估中介機構的類型需要多樣化,以形成公平競爭、取長補短、各領風騷的良好局面,從而提高評估的效率和工作質(zhì)量。最后為結論部分,在總結全文的基礎上得出了以下初步結論高等教育評估中介組織的興起和發(fā)展,是對我國經(jīng)濟市場化、政府分權化和高校主體化過程中為預防政府失靈、高校失靈和市場失靈問題做出的重大舉措,是在政府一高校和高校一市場二元關系基礎上的重大組織創(chuàng)新和制度創(chuàng)新。我國高等教育評估中介組織的創(chuàng)新關鍵在于制度創(chuàng)新。也就是建立適合我國國情的高等教育評估中介組織體系,確保多種類型的評估中介組織公平競爭。在一定時期內(nèi),政府主導型的和民間獨立型的高等教育評估中介組織都有各自的生存理由和發(fā)展空間。政府需要從“劃槳者”的角色向“掌舵者”的角色轉化,加強對高等教育評估中介組織的外部治理,為高等教育評估中介組織的創(chuàng)新提供一個思想開放、體制健全、法制完備的良好環(huán)境。高等教育評估中介組織自身則需要苦練內(nèi)功,提高素質(zhì)和評估工作質(zhì)量,同時避免行政化、官僚化。只有這樣,才能提高自身的權威性,獲得政府、高等學校和社會的更多理解和認可。關鍵詞高等教育評估中介組織創(chuàng)新

    • 簡介:遼寧師范大學碩士學位論文日本大學評估制度研究及對我國高等教育評估的啟示姓名蘇君業(yè)申請學位級別碩士專業(yè)課程與教學論指導教師楊民20020415日本大學評估制度研究及對我國高等教育評估的啟示一、相關概念的界定前言一高等教育20世紀末,知識經(jīng)濟給高等教育帶來了機遇和挑戰(zhàn),許多國家紛紛提出科教興國的戰(zhàn)略決策,新的高等教育的理念也逐漸形成,即現(xiàn)代高等教育應該是教學和科研并舉、人才和研究成果輩出的中心;是實施終身教育的中轉站;是實現(xiàn)知識經(jīng)濟全球化和國際化的窗口;是將高層次的知識和技能有機結合.增強為社會服務能力的搖籃。由于高等教育的內(nèi)涵不斷充實,其功能類型及在社會發(fā)展中的作用也不斷發(fā)生著日新月異的變化。二高等教育評估高等教育評估是以高等教育為對象,根據(jù)教育目標,利用一切可行的技術與手段,系統(tǒng)地收集信息,對教育效果給予價值上的判斷,并為以后教育質(zhì)量的提高提供依據(jù)的過程。其本質(zhì)特征是“價值判斷”,由于價值取向不同會導致評估結果的不同。高等教育評估作為現(xiàn)代化教育管理的一種手段,有利于國家加強和改善對高等教育的宏觀指導與調(diào)控,有利于大學進行自我調(diào)節(jié)和完善。用新的高等教育觀對大學的綜合實力和辦學效果進行科學的評估將成為推動高等教育發(fā)展的一個新的出發(fā)點。三大學自我評估大學自我評估是大學結合自身特點,依照一定評估基準,對本大學教學、科研及管理水平進行自我檢查、評估,以達到實現(xiàn)本大學的教育目的,完成其社會使命,并通過改革不斷進行自我完善的一項系統(tǒng)工程。它包括對教育理念、目標;教育活動招生、課程設置、教學、評定成績和認定學分、安排學生生活、畢業(yè)生就業(yè);研究活動;教師組織;設施設備國際交流;與社會的聯(lián)系;管理經(jīng)營與財政;自我評估機制等~系列具體項目進行評估。人學自我評估是高等教育評估的主體,是實現(xiàn)外部評估的前提。四大學評估機構大學評估機構是為了實現(xiàn)大學的自我完善和社會監(jiān)督,由政府設置的、由專家學者及社會有關人士組成的對大學的辦學能力及教育質(zhì)量進行綜合價值判斷的、各大學可共同利用的第三者評估機構。它接受政府的資格認定、宏觀管理和監(jiān)督檢查,是在國家宏觀調(diào)控下開展工作的,但同時它又是具有高度獨立性、權威性的學術機構。大學評估機構獨立開展工作,能使評估與政府行為分開,盡可能地避免政府行政干預,最大限度地保證評估的科學性、公平性和合理性,從而有利于評估工作的順利發(fā)展。日本的“大學評估機構”是依法設置的一個介于政府與大學之間的,具有獨立法人地位的第三者評估機構。筆者認為雖然機構是政府設置的,經(jīng)費也來自政府的財政撥款,但它又不同于一般的政府機構.它具有獨立法人地位,同

    • 簡介:河北師范大學碩士學位論文河北省高等院校體育教育專業(yè)人才社會需求現(xiàn)狀分析及對策研究姓名楊學勤申請學位級別碩士專業(yè)體育教育訓練學指導教師劉志紅20030901河JB省商笠隘拉佳直教直立業(yè)厶左社會盈蘊現(xiàn)撻盆圭匠廈牡簏殛宜.揚堂勤養(yǎng)方向,改變培養(yǎng)目標單一化的格局,調(diào)控培養(yǎng)規(guī)模,合理布局,辦出特色,熏新界定人才培養(yǎng)模式,培養(yǎng)智能型、復合型體育人才。所以,我省高等院校體育教育專業(yè)必須走以質(zhì)量求生存的道路,實現(xiàn)由數(shù)量擴張型向質(zhì)量提升型的轉變。使培養(yǎng)的畢業(yè)生符合各級各類學校對體育師資的要求,增強競爭驢一,增加就業(yè)機會。本文對河北省全部12所高等院校本??企w育教育專業(yè)、全部63所普通高校公體部及河北省12個地市的體衛(wèi)處進行了詳盡的問卷調(diào)查,并向有豐富經(jīng)驗的專家、教授進行了咨詢和專家問卷調(diào)查。查閱了10年來國家教委、原國家體委、省教委頒布的關于教育改革、教育規(guī)劃、場館設施、體育教材、全民健身計劃綱要等方面的有關文件和規(guī)定以及目前河北省全部12所高等院校本專科體育教育專業(yè)的教學大綱。參閱了近LO年的體育類核心期刊、各大體育院校學報中關于普通高校本、??企w育教育專業(yè)發(fā)展方向及改革的文章60余篇,為本課題的研究提供了充足的參考依據(jù)。本文運用文獻資料研究法、調(diào)查法、數(shù)理統(tǒng)計法。通過對我省高等院校體育教育專業(yè)人才社會需求狀況及各層次體育教育專業(yè)的調(diào)查與分析研究后,分別從培養(yǎng)目標和規(guī)格、課程設置、師資隊伍建設、教學條件、培養(yǎng)規(guī)模這五個方面優(yōu)化構建出了改革和發(fā)展的框架并提出了發(fā)展對策。此對策及下設的三級指標的內(nèi)容,均得到專家認可,具有可行性。提出了要適應社會新的人才需求狀況,對我省高等院校體育教育專業(yè)進行改革,必須首先確定新的人才培養(yǎng)目標、規(guī)格;然后要優(yōu)化課程體系、調(diào)整和完善課程設置,因為謙程是實現(xiàn)教育目的和培養(yǎng)目標的最主要途徑,是學校組織教育教學活動的最主要依據(jù),課程設置直接制約著人才培養(yǎng)的目標和規(guī)格;其次是要進一步加強師資隊伍建設、改善教學條件,這是優(yōu)化課程體系完善課程設置得以實現(xiàn)的根本保證,進而實現(xiàn)新的培養(yǎng)目標和規(guī)格;再次要根據(jù)社會需求狀況及我省高等院校各層次體育教育專業(yè)的實際情況,控制和發(fā)展各個學歷層次的培養(yǎng)規(guī)模,大力發(fā)展研究生教育,本科招生應穩(wěn)中有降,??普猩鷳m當減少招生規(guī)模,并逐步向小學、幼兒、殘疾人體育教育過渡。使我省高等院校體育教育專業(yè)的發(fā)展,跟上時代的步伐,為我省體育事業(yè)的發(fā)展做出應有的貢獻。關鍵詞河北省高等院校體育教育專業(yè)人才社會需求現(xiàn)狀分析對策研究2
