簡介:YI029888參北舛盼犬虧碩士學位論文論文題目中國職皿堂育噬墮堡型握過學科、專業(yè)公共經(jīng)濟與公共政策碩士生童豆堡一指導教師呂煒教授答辯B期2006年12月摘要準公共產(chǎn)品屬性和國家的總體教育發(fā)展壓力以及政策傾斜決定了財政的主體地位必將逐漸淡化,與此同時,國家應該從構建職業(yè)教育的財政體制入手,建立與職業(yè)教育大力發(fā)展相吻合的財政體制。完善投入機制,調整總量支出,優(yōu)化內部結構的同時,確立相關政策逐漸發(fā)揮財政的引導作用,形成多渠道融資的局勢并建立有效的資金管理體系和法律保障;充分考慮職業(yè)教育政府提供與市場化私人提供之間的經(jīng)濟效率,選擇正確的財政支持方式和路徑,支持職業(yè)教育投資主體由政府財政的單一來源向多元化,多渠道機制過渡。目前,國內的學術報刊、雜志中,關于職業(yè)教育方面的資料很多,但主要探討職業(yè)教育專業(yè)課程設置、管理制度、存在的問題和對策。針對職業(yè)教育財政體制構建方面的研究并不多,大多是散見在相關的文獻中,多是停留在對教育財政支出的研究上,甚至是對財政如何退出職業(yè)教育的探討。本文認為,目前我國職業(yè)教育的發(fā)展尚未進入到財政退出階段,職業(yè)教育的改革和發(fā)展仍是完善教育體系發(fā)展的重點,探討職業(yè)教育的財政體制構建,保障職業(yè)教育發(fā)展的符合效率的制度安排,選擇正確的財政支持方式和路徑具有重要的理論和實踐意義。關鍵詞職業(yè)教育,財政體制,多渠道融資,管理效率

簡介:本文闡述了農(nóng)業(yè)職業(yè)教育的內涵及其在解決廣東省三農(nóng)問題中的作用,指出廣東省農(nóng)業(yè)職業(yè)教育存在的問題一招生難、辦學難、就業(yè)難,分析了廣東省農(nóng)業(yè)職業(yè)教育存在問題產(chǎn)生的主要原因有對農(nóng)業(yè)職業(yè)教育存在認識誤區(qū)、政府及教育部門對農(nóng)業(yè)及農(nóng)業(yè)教育不夠重視、經(jīng)費投入嚴重不足且缺乏制度保障、受教育成本較高、專業(yè)設置、課程設置脫離實際需求等。比較并評價了歐美的美國、加拿大、英國、德國、法國,亞洲的日本及大洋洲的澳大利亞的農(nóng)業(yè)職業(yè)教育特點和經(jīng)驗介紹了國內幾個農(nóng)業(yè)職業(yè)教育比較成功的案例,并對其中的山西省左云縣綜合技術學校和廣東省惠州農(nóng)業(yè)學校的經(jīng)驗進行了比較分析。提出了廣東省有關政府部門應轉變觀念,加強農(nóng)業(yè)職業(yè)教育立法,加大經(jīng)費投入力度,構建合理的農(nóng)業(yè)職業(yè)教育體系,牽頭整合農(nóng)業(yè)職業(yè)教育資源,規(guī)范辦學體制,鼓勵辦學主體多元化,改革畢業(yè)生就業(yè)制度,加強對農(nóng)業(yè)職業(yè)教育的監(jiān)督管理;辦學主體應加強內部改革和建設,如加強教師隊伍建設,加強與企業(yè)的聯(lián)合,建設產(chǎn)學研三位一體的實訓基地,以市場為導向設置專業(yè)和設計課程,降低學生受教育成本,突出學生實際工作能力并注重學生職業(yè)道德和社交能力的培養(yǎng),重視畢業(yè)生的就業(yè)能力等發(fā)展廣東省農(nóng)業(yè)職業(yè)教育的對策。
